Anti-Namaz Protesters in Gurugram Hail Godse, Seek Kalicharan’s Release, Owaisi’s Arrest

The protesters said that the probe into Raipur Dharma Sansad has been ‘one-sided’ and urged President Kovind to dismiss the case against Kalicharan.

New Delhi: Raising slogans hailing Nathuram Godse, the assassin of Mahatma Gandhi, radical Hindutva leaders leading a march against holding of namaz in public places in Gurugram on Friday called for the release of Kalicharan Maharaj, who was arrested by Chhattisgarh Police on December 30 for making derogatory remarks against the Father of the Nation.

The protest march, taken out by a collection of 22 groups as part of a weekly protest against offering of namaz, saw at least 50 people raising slogans in favour of Godse. The protesters raised slogan like “Nathuram Godse amar rahein (long live Godse)” and “Godse saved the nation”. They also threatened to take the law into their own hands if their demand was not met.

Human rights activist and co-founder of Gurgaon Nagrik Ekta Manch Altaf Ahmad tweeted a video of the protest march.

The march began near the Deputy Commissioner’s (DC) residence at Civil Lines and proceeded to the DC’s office. During the protest, the Hindutva leaders also submitted a memorandum addressed to the President of India at the DC’s office seeking “immediate release” of Kalicharan.

The memorandum read: “We, residents of Gurgaon, oppose the arrest of Sant Kalicharan. The probe has been one-sided in this case. While Owaisi has been using abusive remarks against Hindus and the police, no action has been taken against him. Through this memorandum, we appeal to the President to immediately dismiss the case against him (Kalicharan).”

The march was led by legal adviser of Sanyukt Hindu Sangharsh Samiti, Kulbhushan Bhardwaj, and several members of Gau Rakshak Dal from Manesar, Bajrang Dal and Hindu Sena also participated in it.

Also in attendance were a number of Hindutva leaders who have in the recent past led protests against other religious communities over various issues. One such leader who attended the march was Narender Singh Pahari, a former RSS and BJP leader. It was a group led by Pahari which had last week alleged religious conversion while disrupting a Christmas eve event at a school in Pataudi.

During the march, Pahari defended the freedom of speech of Hindutva activists, saying “when someone talks of a Hindu nation and Hindu interests, there is an FIR immediately, and arrest [takes place], while others go scot free.”

Likewise, Mahavir Bhardwaj, the state president of the Haryana unit of Sanyukt Hindu Sangharsh, who had attended the ‘Dharam Sansad’ in Haridwar where several hate speeches were delivered, including by Kalicharan, also participated in the protest.

Incidentally, Bhardwaj, who is a former president of the Gurgaon district bar association, had also stood up for a 19-year-old youth who had in 2019 opened fired at anti-CAA protesters near Jamia Millia Islamia.

Talking about their demand for seeking Kalicharan’s release, Bhardwaj was quoted by the Indian Express as saying: “We vigorously support the remarks made by Sant Kalicharan against Gandhi and condemn how the Chhattisgarh government has arrested him. When the country was partitioned on the basis of religion, why did Gandhi not oppose it? This country will never forgive Gandhi for his role in accepting the division of the country. The Hindu society has woken up and we will not accept any insult to our saints.”

“This insult (arrest of Kalicharan) is a way to challenge Hindu society. He (Kalicharan) did not say anything that should be punishable as per law. Due to pressure created by some traitors, he has been arrested. Hindu society should not be provoked into a situation where it becomes a question of law and order,” he added.

Meanwhile, the Hindutva protesters also urged action against AIMIM chief Asaduddin Owaisi and declared a Rs 22 lakh award to “any police officer in the country who would arrest him”.

One of them, Parveen Yadav, who has been at the forefront of objecting to the conduct of namaz in Gurugram, said: “The authorities have not taken any action against Owaisi, who has been threatening and inciting Hindus in his speeches.”

India Sends Five Lakh Doses of Covaxin to Afghanistan

The Ministry of External Affairs said the consignment of vaccine doses was handed over to the Indira Gandhi Hospital in Kabul.

New Delhi: India on Saturday supplied five lakh doses of the Covaxin vaccine to Afghanistan, the second tranche of humanitarian aid to the war-torn country after its takeover by the Taliban.

The Ministry of External Affairs (MEA) said the consignment of vaccine doses was handed over to the Indira Gandhi Hospital in Kabul.

It said another batch of additional five lakh doses of the vaccine would be supplied to Afghanistan in the coming weeks.

“Today, India supplied the next batch of humanitarian assistance consisting of 5,00,000 doses of COVID vaccine (COVAXIN) to Afghanistan. The same was handed over to the Indira Gandhi Hospital, Kabul,” the MEA said in a statement.

“Another batch of additional 5,00,000 doses would be supplied in coming weeks,” it said.

The MEA said India has committed to providing to Afghan people humanitarian assistance consisting of food grains, one million doses of COVID-19 vaccine and essential life-saving drugs.

“In coming weeks, we would be undertaking the supply of wheat and the remaining medical assistance. In this regard, we are in touch with UN agencies and others for finalising the modalities for transportation,” it said.

India has already announced that it will send 50,000 tonnes of wheat and medicines to Afghanistan by road transport through Pakistan. India and Pakistan are now finalising the modalities for transportation of the consignments.

India has been pitching for providing unimpeded humanitarian aid to Afghanistan to address the unfolding humanitarian crisis in the country.

India has not recognised the new regime in Afghanistan and has been pitching for the formation of a truly inclusive government in Kabul besides insisting that Afghan soil must not be used for any terrorist activities against any country.

India has been concerned over the recent developments in Afghanistan.

It hosted a regional dialogue on Afghanistan on November 10 that was attended by NSAs of Russia, Iran, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.

The participating countries vowed to work towards ensuring that Afghanistan does not become a safe haven for global terrorism and called for the formation of an “open and truly inclusive” government in Kabul with representation from all sections of Afghan society.

A declaration released at the end of the Delhi Regional Security Dialogue on Afghanistan said Afghan territory should not be used for sheltering, training, planning or financing any terrorist acts and that officials lent strong support for a peaceful, secure and stable Afghanistan.

Row After BJP’s Manjinder Sirsa Withdraws Resignation as Chief of Key Delhi Sikh Body

Sirsa, who was president for four years as SAD leader, had resigned from the Sikh body after he lost in Delhi Sikh Gurdwara Management Committee polls. Then he joined the BJP on December 1, 2021.

Jalandhar: Ahead of the upcoming assembly elections in Punjab, Delhi Sikh Gurdwara Management Committee (DSGMC) got its first-ever ‘BJP president’ after Manjinder Singh Sirsa withdrew his resignation as president with immediate effect on Friday, December 31, 2021, evening, citing “collapse of the administrative system of DSGMC”. Political parties in the state see this as a sinister design on the part of BJP to gain a foothold in the poll-bound state of Punjab.

Sirsa, who held the post of president for four years as Shiromani Akali Dal (SAD) leader, had resigned from DSGMC after he lost from Punjabi Bagh seat in DSGMC elections which were held in August last year. However, his party at that time, SAD, emerged victorious in the elections. Meanwhile, he joined the BJP on December 1, 2021, and also resigned from his post as DSGMC president.

Now, nearly a month after he put in his papers, Sirsa withdrew his own resignation, citing “technical” and “legal” issues a day before DSGMC’s meeting on January 1. Meanwhile, DSGMC’s new committee after elections in August last year is yet to be constituted.

In his defence, however, Sirsa said he was withdrawing his resignation only to ensure that the administration of DSGMC and its work should not be affected.

“In view of the present situation and collapse of the administrative system of DSGMC, non-payment of salaries to staff of Guru Harkishan Public Schools for the last two months, non-payment of salary, Gurpurab salary (bonus) to DSGMC staff and scholarship for staff children and considering the onset of the third wave of corona pandemic in which it is important to gear up the Bala Sahib Hospital, it becomes important to tackle the situation,” Sirsa said in a statement he issued in the capacity of DSGMC president.

A two-time SAD MLA from Rajouri Garden assembly seat, Sirsa also stated that due to the inability to call the general house of DSGMC for the acceptance of the resignation as per law, he had decided to withdraw his resignation with immediate effect for the smooth functioning of DSGMC.

He concluded his statement by stating that he will continue to discharge his duties as president of DSGMC until the formation of the new management committee of DSGMC. Notably, Sirsa was recently given Z plus security by the BJP government.

Political reactions

The latest move by Sirsa to withdraw his resignation as president has raised eyebrows across the board, with political parties alleging that it was done at the behest of BJP, which is trying to gain a foothold in Punjab ahead of crucial polls early this year. BJP’s prospects in the state have been hit badly ever since farmers’ protests rocked Punjab.

Leading the charge, SAD has termed it as BJP’s attempt to take over control of DSGMC after calling it a “direct interference in religious affairs of Sikh community”.

Senior leaders of SAD Balwinder Singh Bhundur, professor Prem Singh Chandumajra and Dr. Daljit Singh Cheema said, “It is clear that the latest move of Sirsa to withdraw his resignation as president of DSGMC has been done at the behest of the BJP. It is behind this brazen attempt to take over control of the religious body.”

Terming Sirsa’s move to become the president of DSGMC after he put in his papers and joined the BJP as “immoral”, they further said, “The ‘Sikh panth’ (religious followers) will not tolerate this at any cost. The move was also illegal and unconstitutional. Sirsa had resigned from the old committee which will itself cease once the new committee is formed. The constitution of the new committee to which elections were held a few months back is already delayed. Now instead of forming the new committee, Sirsa is being thrust on the DSGMC with the tacit support of the BJP.”

They also added that such “unscrupulous tactics” would not help the BJP in any manner whatsoever. “In fact, the move will alienate the Sikh community from the party. BJP should stop all efforts to take over the management of DSGMC through proxies like Sirsa”, the SAD leaders added.

Chandigarh-based senior journalist and author Jagtar Singh said, “BJP is taking over DSGMC through Manjinder Singh Sirsa.”

Jagtar Singh added that Sirsa’s “co-option” was also rejected by the Delhi Gurdwara Commission. “Someone who cannot even write in Punjabi and who lost the recently-held DSGMC elections has again taken over the charge of the Sikh body, which raises questions”, he added.

Former DSGMC president Manjit Singh G.K. termed Sirsa as a “traitor” and said that it was Sirsa’s greed for power that he withdrew his resignation from the post of DSGMC president.

“As claimed by Sirsa, there is no technicality involved in his resignation. The DSGMC vice president Kulwant Singh Bath had already convened a meeting of the executive tomorrow, i.e. January 1, 2022, at 3 pm. Also, as per Delhi Sikh Gurdwara Act 1971, the power of DGSMC should have gone to the vice president Kulwant Singh Bath, but when Sirsa realised that his power, fleet of cars and employees were gone, he withdrew his resignation,” he said.

On the allegations of the Sikh community that BJP is trying to meddle with the Sikh religious affairs, Manjit Singh G.K. said that BJP would not commit such a mistake at a time when elections were around the corner. “Rather BJP will pull him (Sirsa) up for such a decision,” he added.

However, another DSGMC member Harmeet Singh Kalka said that the ‘sangat’ (followers) was sceptical that the BJP was interfering with the Sikh religious affairs.

“There is no technicality involved in the DSGMC’s functioning. Sirsa is simply making a fool of the people by issuing such a statement. He is a BJP man. When he is neither an MLA nor an MP, why was he given Z plus security by the BJP?” he questioned.

Kalka emphasised, “No Sikh will ever tolerate BJP interfering with its religious affairs. The saffron party should make its stand clear on this issue. The DSGMC vice president Kulwant Singh Bath has called a meeting and we will take a call on this issue.”

Earlier, SAD president Sukhbir Singh Badal had said that Sirsa joined BJP fearing arrest. “Sirsa had sent me a message on WhatsApp some days ago sharing an FIR registered against him, stating that he will be arrested. We are being attacked for supporting farmers’ protest and severing ties with the BJP,” Sukhbir Badal had said at a rally in Jalandhar.

The DSGMC situated at Gurdwara Rakab Ganj Sahib, Delhi, is an autonomous organisation that manages Gurdwaras in Delhi state. DSGMC also runs various educational institutions, hospitals, old age homes and other charitable organisations in Delhi. DSGMC elections are held every four years.

FCRA Licence Revoked for 6,000 Entities Including IMA, IIT Delhi, Jamia Milia

The FCRA registration is mandatory for any association and NGO to receive foreign funding.

New Delhi: IIT Delhi, Jamia Milia Islamia, Indian Medical Association and Nehru Memorial Museum and Library are among nearly 6,000 entities whose Foreign Contribution Regulation Act (FCRA) registration deemed to have ceased on Saturday.

“These entities either did not apply for renewal of their FCRA licence or the Union home ministry rejected their applications,” officials said.

According to the official website related to the Foreign Contribution (Regulation) Act, organisations and entities whose registration under the FCRA ceased or validity expired include the Indira Gandhi National Centre For Arts (IGNCA), Indian Institute Of Public Administration (IIPA), Lal Bahadur Shastri Memorial Foundation, Lady Shri Ram College for Women (LSR), Delhi College of Engineering and Oxfam India.

The officials of the Union home ministry, which regulates the activities of the NGOs and associates registered under the FCRA, said that registration under the act is deemed to have ceased on Saturday (January 1).

The FCRA registration is mandatory for any association and NGO to receive foreign funding.

There were 22,762 FCRA registered NGOs till Friday. On Saturday, it came down to 16,829 as 5,933 NGOs ceased to operate.

Among those organisations whose FCRA registration ceased were Medical Council of India, Emmanuel Hospital Association, which runs over a dozen hospitals across India, Tuberculosis Association Of India, Vishwa Dharamayatan, Maharishi Ayurveda Pratishthan, National Federation Of Fishermen’s Cooperatives Ltd.

The Hamdard Education Society, Delhi School Of Social Work Society, Bhartiya Sanskriti Parishad, DAV College Trust and Management Society, India Islamic Cultural Centre, Godrej Memorial Trust, The Delhi Public School Society, Nuclear Science Centre in JNU, India Habitat Centre, Lady Shri Ram College for Women, Delhi College of Engineering and All India Marwari Yuva Manch are also among these entities.

Bhima Koregaon Violence: Four Different Theories, but No Justice in Sight

From the Reliance Infrastructure workers’ arrest to the Naxalite angle, the Bhima Koregaon violence case is mired in multiple theories.

Mumbai: In 2018, months before the Pune police had launched a country-wide raid at the houses and offices of activists, academics and lawyers, the Maharashtra state Anti- Terrorism Squad (ATS) had had rounded up five men – all contractual workers at the Reliance Infrastructure Ltd – for their alleged involvement in the disruption caused at the anti-caste commemoration at Bhima Koregaon near Pune on January 1 that year.

The initial story, however, swiftly changed within days. From probing their “reasons” to be at Bhima Koregaon, the ATS had moved to look at their involvement in protecting and sheltering a person allegedly from the banned CPI (Maoist) organisation. The five arrested men –Satyanarayan Rajayya Karrela, Babu Shankar Buchayya Vanguri, Shankarayya Lingayya Gunde, Ravi Rajanna Maarampalli and Saidul Narsimha Singapanga – had to suffer incarceration for a prolonged time. One of them, Singapanga, was released on bail only three years later, in May 2021.

While granting Singapanga bail, Bombay high court judge Bharati Dangre had noted that she did not find any prima facie evidence to hold him in custody. Others were granted “default bail”, after the ATS had failed to file chargesheet within the stipulated period.

That year was the 200th anniversary of the struggle of Bhima Koregaon, a significant day in anti-caste history. Several lakh Bahujans, especially those belonging to the Dalit community, commemorated the participation of Dalit soldiers who, along with the East India Company, trounced the casteist Peshwa-led army of the Maratha empire in 1818.

Similar to the Reliance Infrastructure workers’ case, there are three more cases registered with different sets of accused but revolving around the violence that broke out at Bhima Koregaon. Four years since, the case dragged on.

This is the fourth year since the attack on the Dalit visitors at Bhima Koregaon. In this article, we take a look at each of these cases, the police’s various versions and their legal status today.

A case mired in multiple theories

Starting with the Reliance Infrastructure limited workers’ case. The five arrested men, all Dalits and from Telangana, worked at the Chembur unit of Reliance Infrastructure. They were actively involved in the Mumbai Electric Employees’ Union (MEEU) work, seeking adequate compensation for workers and fighting for their labour rights. Their activism stuck out like a sore thumb and the management waited for an opportunity to get rid of them. “So, when we were arrested, the management dismissed us promptly,” says Vanguri.

The five workers, all in their late 30s, were active in the separate Telangana movement (for the creation of a separate Telangana state), even though they worked in Mumbai. “We would organise several public meetings and protests in the city,” Vanguri shares. And that made them an easy target, he feels.

The ATS, in the chargesheet, claimed that the five workers, along with one driver working in Dombivili – in the outskirts of Mumbai –provided an alleged Maoist shelter. The alleged Maoist, Ajay Dasari, also from Telangana, was also arrested and later released on bail. “Back home (in Telangana and Andhra Pradesh), those who associated with the Telangana movement were all painted as Maoist supporters. We too became a victim of it,” Babu told The Wire.

Babu, along with 40 other co-workers had visited Bhima Koregaon on December 31, 2017. And the same night, they returned. So, when the ATS arrested five Reliance Infrastructure workers, including Babu, several union leaders had approached the ATS officials to know the reasons for their arrest. “The ATS chief told me that their arrest was not connected to the Bhima Koregaon violence,” says Vasudevan, general secretary of the MEEU.

But Babu says, the line of questioning was all about Bhima Koregaon. “We were asked why we had travelled to Bhima Koregaon, why we attended Elgar Parishad. Why were we fighting for causes of workers outside Reliance etc. Basically, the ATS seemed unhappy with our political and social conviction,” he says.

After the arrests, all their family members were forced to leave the city. The men, however, had to stick around in Mumbai as that is one of the primary conditions of their bail. “The arrest achieved what it had to: break the Union’s work,” he says.

Even as the Reliance Infrastructure workers’ case continued, without much media attention, the Pune police had launched an all-India investigation into what it claimed – the spread of “Urban Naxalism”. Acting on the FIR registered by a Pune-based businessman Tushar Damgude, several teams of Pune police carried out synchronised raids in several cities on April 18, 2018. Organisers of Elgar Parishad, an event held at Shaniwar Wada on December 31, 2017, were questioned, their laptops and other electronic gadgets were seized. The police also targeted human rights activists and lawyers, who had nothing to do with the event.

But it was not until June 6 that year that the police made their first arrests. Five persons – Sudhir Dhawale, Surendra Gadling, Mahesh Raut, Shoma Sen, and Rona Wilson – were arrested in the first round. The Pune police claimed that all arrested persons were involved in “anti- national” activities and were spreading the Maoist propaganda in the urban region. They were called “Urban Naxals”.

The police claimed that the accused persons played a direct role in inciting violence at Bhima Koregaon on January 1, 2018 by organising and participating in the Elgar Parishad event. Only Dhawale and Sen were present at the event.

Within months, as the police’s action intensified, the story slowly started changing. Now, the accused persons, along with six more persons –Sudha Bharadwaj, Arun Feriera, Vernon Gonsalves, Varavara Rao and Gautam Navlakha – were accused of plotting a “Rajiv Gandhi-style assassination” of Prime Minister Narendra Modi. On August 28 that year, the police went to arrest the second group of activists and lawyers but following the interventions in both the high court and the Supreme Court, they were moved into house arrest.

As the Maharashtra police, then under chief minister Devendra Fadnavis-led BJP government, started making newer arrests, the story weaving around Bhima Koregaon too became weaker. The police were no longer focussing on the Bhima Koregaon violence. Newer claims were made every week. The police introduced an “international angle” and claimed the arrested accused were in touch with Maoists from Nepal. Senior Maoist leader Milind Teltumbde, who was killed in an ambush late last year in Gadchiroli, was accused of being the mastermind in the case.

In 2020, as the BJP government fell and the coalition government called the Mahavikas Aghadi (MVA) composed of Shiv Sena, Nationalist Congress Party (NCP) and Congress was formed in the state, the home ministry handed over the case to the National Investigation Agency (NIA). More arrests followed. On April 14, 2020, academic Anand Teltumbde and Navlakha – who had secured a pre-arrest bail – were taken into custody. Singers and anti-caste activists of the cultural group Kabir Kala Manch – Sagar Gorkhe, Jyoti Jagtap and Ramesh Gaichore –were arrested too. Eight-four-year-old Jharkhand-based tribal rights activist and Jesuit priest, Father Stan Swamy, was also among those arrested. Swamy, following ill- treatment in Taloja jail, died on July 5 last year.

Of the 16 arrested, only two persons – Varavara Rao and Bharadwaj –are out on bail right now. It has been over three and half years, the trial is yet to commence.

A look at the initial complaints, registered by two feisty Ambedkarite women – Sushma Ohol and Anita Sawle from Pune – indicates that the Naxalite angle introduced by the police was actually an afterthought.

On December 29, 2017, three days prior to the violence that broke out at Bhima Koregaon village, Ohol, a resident of Vadhu Budruk village, near Bhima Koregaon, had registered a case at Shikrapur police station. Ohol accused Milind Ekbote, a Pune-based Brahmin Hindutva leader and also the founder of the Dharmaveer Sambhaji Maharaj Smruti Samiti, as well as 49 others from Vadhu Budruk village of casteist violence in the village.

This, Ohol had stated, was a start to the violence in the region, including the one at Bhima Koregaon on January 1.

The Shikrapur police, however, did not take her complaint seriously and after the investigation was carried out shoddily, a chargesheet was filed with identical witness statements.

Similarly, in another case registered by Sawle on January 2, she named Ekbote and Shiv Pratishthan Hindustan leader Manohar Kulkarni alias Sambhaji Bhide as the “masterminds” of the attack at Bhima Koregaon. Her complaint had led to the arrest of Ekbote following cancellation of his pre-arrest bail in the Supreme Court. Bhide, however, was never even called for questioning, leave alone being arrested in the case.

Both these cases, handled by the Pune police have been put on the backburner and even after the MVA government came into power, the cases have not been pursued. Bhide, who enjoys clout across Maharashtra’s western region, is believed to be supported both by the right- wing groups and the Congress.

Advocate Nihalsing Rathod, who is representing several arrested activists in the Elgar parishad case, says the confusion and multiple theories were floated only to protect Bhide and Ekbote. “We have from the start maintained that the state should probe their role in the violence and one would be able to establish a direct link. Unless the state machinery does that, innocent people will continue to languish in jail,” Rathod added.

In the Bhima Koregaon violence, several Dalit Bahujans had testified of having seen a large mob carrying saffron flags ransacking their vehicles and attacking them. Stones were stored on the terrace of several buildings and thrown at the gathering. Many travel vehicles were torched and casteist abuses were hurled, they had claimed. These allegations were never probed.

In the violence, a Maratha youth Rahul Babaji Phatangale was killed. The police arrested three Dalit men. Of them one died soon after he was released on bail. The case is still pending in court.

The violence at Bhima Koregaon changed the discourse around the Bhima Koregaon struggle. Once an Ambedkarite congregation, where lakhs of people gathered to pay their tribute to the soldiers who fought for their dignity, is today looked at with suspicion. Barricades have come up at the spot and the entire area sees heavy police presence. Despite the shift in narrative, Ambedkar’s followers continue to gather here in large numbers.

Two People Killed After Landslide at Mining Site in Haryana’s Bhiwani

More than half a dozen vehicles and four to five people are trapped and rescue operation is going on.

New Delhi: At least two people were killed when half a dozen dumper trucks and some machines were buried in a landslide at Dadam mining zone of Haryana’s Bhiwani district on Saturday, police said.

They said around half a dozen dumper trucks and some machines were buried under debris when the landslide took place in Tosham block.

“At least two people have died in the incident,” said Inspector Sukhbir of the Tosham Police Station over the phone.

The dead are yet to be identified, he said, adding that rescue operations are underway.

According to Hindustan Times, more than half a dozen vehicles and four to five people are trapped and rescue operation is going on.

“Saddened by the unfortunate landslide accident in Dadam mining zone at Bhiwani. I am in constant touch with the local administration to ensure swift rescue operations and immediate assistance to the injured,” chief minister Manohar Lal Khattar said on Twitter.

As per the news report, Haryana agriculture minister J.P. Dalal has reached the spot, and said, “Some people have died. I cannot provide the exact figures as of now. A team of doctors has arrived. We will try to save as many people as possible.”

Mizoram Police Fires on Father-Son Duo Who Came From Tripura for Work

The Mizoram police opened fire at the father-son duo ‘for reasons still unclear’, following which the two sustained bullet injuries, the district superintendent of police said.

Agartala: A 40-year-old man and his teenager son, both residents of North Tripura district, were shot at by the Mizoram police when they had entered the neighbouring state for jhum cultivation, a senior officer said on Saturday.

According to district superintendent of police (SP) Bhanupada Chakraborty, Ramuhai Reang and his 14-year-old son Rathindra, along with other locals of Kanchanpur subdivision, often visited the neighbouring state for farming.

“On Friday afternoon, however, the Mizoram police opened fire at the father-son duo “for reasons still unclear”, following which the two sustained bullet injuries,” the SP said.

He further noted that the Mizoram police has claimed the two entered their state with drugs.

“Ramuhai managed to escape and re-enter Tripura, but his son was taken into custody by the Mizoram police,” Chakraborty explained.

“We have come to know that the boy underwent an operation at an Aizawl hospital. His condition is stable,” the SP stated.

Ramuhai is undergoing treatment at Dharmanagar Hospital in the district.

“A case has been registered at Vangmun police station and a probe is underway,” the SP said, adding that additional forces have been mobilised along the interstate border, where the situation is tense but under control.

‘Take Action Against Dharma Sansad Organisers, Speakers’: Ex-Govt Officials to Uttarakhand CM

‘The very fact that this gathering was allowed was a massive failure on the part of your government’s law and order machinery,’ the letter addressed to the chief minister said.

New Delhi: A group of retired government officials have written to the chief minister of Uttarakhand, Pushkar Singh Dhami, condemning his government’s response to the recent Dharma Sansad at Haridwar, where open calls for genocide of Muslims were made. They have also called for the immediate arrests of the organisers and speakers of the event and implementation of the July 2018 Supreme Court order on the prevention of mob violence.

The event was held between December 17 and 19 in the state, which saw the participation of a large number of Hindu religious leaders, right-wing activists and Hindutva organisations.

The event was also attended by BJP leader Ashwini Upadhyay, who was earlier arrested for an event he helped organise at Jantar Mantar in Delhi where slogans were raised calling for violence against Muslims. BJP Mahila Morcha leader Udita Tyagi was also present, implying tacit support from the ruling party for the event.

As per publicly available videos, the speakers at the Dharma Sansad “openly called for the massacre of 20 lakh Muslim citizens of India and threatened to ‘cleanse’ villages of this community”, the letter said.

“The very fact that this gathering was allowed was a massive failure on the part of your government’s law and order machinery. Even now, after international outrage, an FIR has been registered under only one section against three people. It is clear that your government is protecting these individuals,” it said.

On December 22, the Uttarakhand Police registered an FIR against Wasim Rizvi, who was the former chairman of the Uttar Pradesh Central Shia Waqf Board, and others for making hate speech at the Dharma Sansad, under Section 153A of the IPC (promoting enmity between different groups on grounds of religion). Two days later, two others in the video were also named in the FIR.

The letter further said: “It also cannot be said that these were mere speeches. Since the current government came to power in 2017, there has been a series of violent incidents where mobs targeted residents, shops, and places of worship belonging to religious minorities as well as, in one case, the office of an opposition party… Uttarakhand has never seen violence on this scale before. Yet your government does not appear to have taken action against the organisations engaging in violence. Indeed, as per publicly available information, even after two months no one has been arrested for the Roorkee attack.”

“We further note that on October 4, your government justified extending powers under the National Security Act to magistrates in the name of ‘incidents of violence occurring’ in the state. But no serious action is being taken against those actually inciting violence, as at the Dharam Sansad. Instead these draconian orders only seem to be aimed at inducing fear in those dissenting against your government.”

Condemning the lack of action in such hate speech cases, the letter added, “All in all this appears to be aimed at sending a clear message that religious minorities, and indeed anyone who is not with the ideology of your party, cannot expect the protection of the rule of law for their property, their freedom or their lives in your state. This is an assault on the foundations of our democracy. Tolerating and encouraging such activities is also a direct threat to our security as a nation.”

We are concerned citizens and retired government officials from various states of India. We join the former Chief of the Naval Staff, Adm. Arun Prakash; former Chief of Army Staff, Gen. Ved Malik; Dr. Vikram Singh, former DGP, Uttar Pradesh; Dr. NC Asthana, former DGP, Kerala and ADG, CRPF; in expressing our deep anguish and strong condemnation of the manner in which your government has responded to the recent “Dharam Sansad” in Haridwar (Dec 17th to 22nd) as well as to earlier events in the state.

We believe that these events (and your government’s response) pose a threat to the lives and safety of Indians, a black mark on the history of a state with a long tradition of peace and democratic values, and a direct threat to our national security.

The recent Dharam Sansad, as per publicly available videos, included speakers who openly called for the massacre of 20 lakh Muslim citizens of India and who threatened to “cleanse” villages of this community. Since the event, these speakers have repeatedly reiterated their statements on national television.*

This is an open attempt to spread fear and terror. But no one has even been arrested for this criminal activity till date. The very fact that this gathering was allowed was a massive failure on the part of your government’s law and order machinery. Even now, after international outrage, an FIR has been registered under only one section against three people. It is clear that your government is protecting these individuals.

It also cannot be said that these were mere speeches. Since the current government came to power in 2017 there has been a series of violent incidents where mobs targeted residents, shops, and places of worship belonging to religious minorities as well as, in one case, the office of an opposition party. In a joint letter on 4th October civil society groups noted thirteen such incidents in 2017 and 2018 (specifically, in Satpuli, Mussoorie, Araghar (Dehradun), Kirtinagar, Haridwar, Raiwala, Kotdwar, Chamba, Augustyamuni, Doiwala, Ghansali, Ramnagar, and an attack on the CPM’s office in Dehradun). Most recently, on 3rd October 2021, a church in Roorkee was vandalised in broad daylight and four people beaten and seriously injured.

Uttarakhand has never seen violence on this scale before. Yet your government does not appear to have taken action against the organisations engaging in violence. Indeed, as per publicly available information, even after two months no one has been arrested for the Roorkee attack.

We further note that on October 4th, your government justified extending powers under the National Security Act to magistrates in the name of “incidents of violence occurring” in the State. But no serious action is being taken against those actually inciting violence, as at the Dharam Sansad. Instead, these draconian orders only seem to be aimed at inducing fear in those dissenting against your government.

All in all, this appears to be aimed at sending a clear message that religious minorities, and indeed anyone who is not with the ideology of your party, cannot expect the protection of the rule of law for their property, their freedom or their lives in your state.

This is an assault on the foundations of our democracy. Tolerating and encouraging such activities is also a direct threat to our security as a nation.

Hence, we call upon you to:

  • Immediately arrest and book the organisers of the Dharam Sansad and the speakers who engaged in open calls for violence under all applicable sections of the law;
  • Immediately state in public that such activities will not be tolerated in Uttarakhand;
  • Initiate action against any organisations promoting or engaging in violence;
  • Implement the instructions of the Hon’ble Supreme Court of July 2018 regarding the prevention of mob violence.

At Sarojini Nagar market, crowds were seen in the areas where enforcement teams were not present.

“Today, when I visited the market, I saw that there was a smaller crowd in the interior areas where there was police patrolling and enforcement teams of district. But outer areas of the market had a huge crowd with some people not even wearing masks,” said a visitor.

Ashok Randhawa, president of Sarojini Nagar Mini Market Traders’ Association, however, rued that there was a thin crowd and shopkeepers incurred huge losses.

“The shops are opening on an odd-even basis. We had stocked up woollen clothes for selling but now with thin crowds, we are not anticipating a huge business. How will we store these clothes and whether they will remain in vogue next year is also the question,” he said.

Randhawa said that with December 31 being an odd day, shops with odd numbers opened and it is supposed to remain the same on January 1, since it is also an odd day.

“But the owners of shops with even numbers spoke to the authorities and tomorrow, despite it being January 1, shops with even numbers will open. This will upset the entire month’s setup. How will the enforcement teams challan shops?”

He stressed that they are ensuring adherence to COVID-19 norms in the market and even distributing masks to visitors. Shops are not even allowing those to enter without masks.

According to the market association of Connaught Place, a Delhi police team was patrolling and making announcements asking people to leave timely in order to reach home by 10 pm as per the guidelines.

“The crowd is usual. It is exactly what it is everyday. Even if the government has asked the shops to open on odd even, the crowd is still the same. It’s a pity that election rallies can go and the traders have to suffer,” said Atul Bhargav, president, New Delhi traders association.

Enforcement staff from NDMC were also on the ground to ensure that the Delhi Disaster Management Authority’s guidelines are followed, he said, adding that despite the government’s announcements the crowd is not exactly thinner. There were long queues at metro station gates.

“Adequate security arrangements were put in place on the eve of new year to implement the guidelines issued by DDMA keeping in view the spread of COVID-19 in the national capital,” police said.

“Strict action was taken against those found violating the DDMA guidelines and not following COVID appropriate behaviour,” they said.

From ensuring that night curfew is strictly enforced to intensifying patrolling in areas such as Connaught Place, Chanakyapuri, Hauz Khas among other specific areas of party hubs and prosecuting those found indulging in drunken driving or eve-teasing, the Delhi Police had put its force on toes also with respect to anti-terror measures.

“Special teams in plain clothes including special teams of women personnel had been deployed across the national capital to ensure safety and security of women,” police said.

Delhi police spokesperson, Chinmoy Biswal said, “Adequate number of police arrangements had been made. Strict enforcement of DDMA guidelines were being ensured and citizens were requested to abide by the guidelines and follow COVID appropriate behaviour.”

Police personnel were patrolling at different areas in the national capital to ensure that the COVID appropriate behaviour was being followed and smooth flow of traffic was being ensured.

“It’s incredible that you can stay in a career this long and still have people put up with you,” White said. “I wish they did that at home.”

She once told the Associated Press there is no trick in growing old joyously: “Don’t try to be young.”

“Just open your mind. Stay interested in stuff. There are so many things I won’t live long enough to find out about, but I’m still curious about them.”
