The report added that it was not clear over what period British-based AstraZeneca sold its holding in Moderna.

AstraZeneca and Moderna did not immediately respond to requests for comment.

AstraZeneca is retaining partnership with Moderna on other disease treatments and could sell its AstraZeneca/Oxford University COVID-19 vaccine on a commercial basis in the future if the virus becomes endemic, the report added.

Moderna, whose vaccine is cleared for emergency use against COVID-19 in the United States, said last week it was expecting sales of $18.4 billion from its coronavirus vaccine this year.

Did Chinese Hackers Cause Mumbai’s Power Failure in October?

A report by the US-based firm Recorded Future says since the escalation tensions between the two countries at the LAC, state-backed Chinese hacker groups have targeted the Indian power grid system through malware.

New Delhi: The massive power outage in Mumbai in October 2020 may have been the result of a Chinese cyber campaign against India, timed as a ‘show of force’ warning to New Delhi about what could happen if the country pushed its border claims too vigorously in the context of the standoff at the Line of Actual Control (LAC) in Ladakh.

A report compiled by Recorded Future, a Massachusetts-based company that studies the use of the internet by state actors, details a campaign conducted by a China-linked threat activity group it calls ‘RedEcho’, which targeted the Indian power sector through malware.

Though Recorded Future observed a large increase in suspected targeted intrusion activity against Indian organisations from the Chinese state-sponsored group, the campaign gained momentum after the standoff in Ladakh. Tensions between the two countries escalated after a violent clash in Galwan, which resulted in the death of at least 24 soldiers.

Recorded Future said the targeted activity was identified through a combination of large-scale automated network traffic analytics and expert analysis.

The October 12 grid failure in Mumbai resulted in massive power outages, stopping trains on tracks, hampering those working from home amidst the COVID-19 pandemic and hitting the stuttering economic activity hard. It took two hours for the power supply to resume for essential services, prompting chief minister Uddhav Thackeray to order an enquiry into the incident.

In November, media reports suggested that the power failure in Mumbai was the result of ‘sabotage‘ by foreign entities. The government’s enquiry into the outage is expected to be completed soon.

The Massachusetts-based company’s report comes soon after the two armies disengaged in some regions after being locked in a standoff for over eight-months in eastern Ladakh, with talks to ensure complete disengagement underway.

‘No data breach’

Responding to the findings of the study, the ministry of power said, “There is no impact on any of the functionalities carried out by POSOCO due to the referred threat. No data breach/ data loss has been detected due to these incidents.”

It further said, “Prompt actions are being taken by the CISOs (chief information security officers) at all these control centres under operation by POSOCO for any incident/advisory received from various agencies like CERT-in, NCIIPC, CERT-Trans etc.”

The power ministry also said that the National Critical Information Infrastructure Protection Centre (NCIIPC), which oversees cybersecurity operations, had sounded an alert on February 12 about a Chinese state-sponsored threat actor group known as Red Echo targeting regional load dispatch centres (RLDCs) and state load dispatch centres (SLDCs). “NCIIPC informed through a mail dated 12th February 2021 about the threat by Red Echo through a malware called Shadow Pad,” the statement said.

Chinese foreign ministry spokesperson Wang Wenbin said, “As a staunch defender of cyber security, China firmly opposes and cracks down on all forms of cyber attacks.”

“Speculation and fabrication have no role to play on the issue of cyber attacks, as it is very difficult to trace the origin of a cyber attack. It is highly irresponsible to accuse a particular party when there is no sufficient evidence around, China is firmly opposed to such irresponsible and ill-intentioned practice,” he added.

‘Quietly gain a foothold’

Stuart Solomon, Recorded Future’s chief operating officer, told the New York Times said that RedEcho, “has been seen to systematically utilise advanced cyberintrusion techniques to quietly gain a foothold in nearly a dozen critical nodes across the Indian power generation and transmission infrastructure.”

Recorded Future said it notified the appropriate Indian government departments prior to publication of the suspected intrusions to support incident response and remediation investigations within the impacted organisations.

However, there was no immediate response from the Indian government on the study by the US company.

The report says that ten distinct Indian power sector organisations, including four of the five regional load despatch centres (RLDC) responsible for the operation of the power grid through balancing electricity supply and demand, have been identified as targets in a concerted campaign against India’s critical infrastructure. Other targets identified included two Indian seaports.

The report says “the alleged link between the outage and the discovery of the unspecified malware” in the system “remains unsubstantiated” but noted that “additional evidence suggested the coordinated targeting of the Indian load dispatch centres”.

According to the report, the targeting of Indian critical infrastructure offers limited economic espionage opportunities but poses “significant concerns” over potential pre-positioning of network access to support Chinese strategic objectives.

Pre-positioning on energy assets may support several potential outcomes, including geostrategic signalling during heightened bilateral tensions, supporting influence operations, or as a precursor to kinetic escalation, Recorded Future said.

RedEcho has strong infrastructure and victimology overlaps with Chinese groups APT41/Barium and Tonto Team, while ShadowPad is used by at least five distinct Chinese groups, it said.

At least three of the targeted Indian IP addresses were previously seen in a suspected APT41/Barium-linked campaign targeting the Indian oil and gas sectors in November 2020, recorded future said.

Recorded Future said that in the lead-up to the May 2020 border skirmishes, it observed a noticeable increase in the provisioning of PlugX malware C2 infrastructure, much of which was subsequently used in intrusion activity targeting Indian organisations.

The PlugX activity included the targeting of multiple Indian government, public sector and defence organisations from at least May 2020, it said.

While not unique to Chinese cyber espionage activity, PlugX has been heavily used by China-nexus groups for many years.

“Throughout the remainder of 2020, we identified a heavy focus on the targeting of Indian government and private sector organisations by multiple Chinese state-sponsored threat activity groups,” it said.

In its report, Recorded Future said that it has also observed the suspected Indian state-sponsored group Sidewinder target Chinese military and government entities in 2020, a finding that is supported by another study by the firm Trend Micro.

‘Sending a warning’

Lieutenant General (Retired) D.S. Hooda told the New York Times that the intrusions are a signal from China to indicate “that we can and we have the capability to do this in times of a crisis”. He added, “It’s like sending a warning to India that this capability exists with us.”

The newspaper also reported that cyber attacks such as these give countries a “less devastating” option than a nuclear attack, one capable, however, of giving a country “a strategic and psychological edge”.

It said Russia was a pioneer in using this technique, targeting both Ukraine and the US.

“And the United States has engaged in similar signaling. After the Department of Homeland Security announced publicly that the American power grid was littered with code inserted by Russian hackers, the United States put code into Russia’s grid in a warning to President Vladimir V. Putin,” NYT said.

Until recently, China focused on “information theft” but the country has been “increasingly active” in placing code into infrastructure systems, “knowing that when it is discovered, the fear of an attack can be as powerful a tool as an attack itself”.

The New York Times report also says that the Chinese government – which too has not commented on the report’s findings – could “argue that India started the cyberaggression”. It said state-backed hackers were “caught using coronavirus-themed phishing emails to target Chinese organizations in Wuhan last February”.

Cooking Gas Gets Dearer by Rs 25; an LPG Cylinder Now Costs Rs 819

The price of cooking gas has been rising steadily since December last year when a cylinder had cost Rs 594.

New Delhi: For the second time in four days, the cost of non-subsidised liquefied petroleum gas (LPG) cylinder was increased by Rs 25 on Monday, March 1, bringing the cost of a 14.2 kg LPG cylinder in Delhi to Rs 819. The new prices are already in effect.

On February 25, the prices of cooking gas were hiked by Rs 25. In fact, it was third such hike in the month of February. The prices had been raised both on February 4 and February 14.

The cooking gas prices have been steadily on the rise since December last year. The price of a non-subsidised LPG cylinder was increased from Rs 594 to Rs 644 on December 1. Within a fortnight, on December 15, the prices again saw an upward revision from Rs 644 to Rs 694. The month of December had seen prices of cooking gas go up by Rs 100. However, in the month of January, a cylinder was sold at Rs 694 without any hike.

Come February, the prices began to rise again. On February 4, the price of an LPG cylinder was revised again and it was sold at Rs 719. Another Rs 50 was added to the existing price on February 14 bringing the cost of cooking gas to Rs 769.

The rising costs of cooking gas coupled with soaring diesel and petrol prices have been burning a hole in the common man’s pocket. While petrol was sold at Rs 91.17 per litre in Delhi, the cost of diesel stood at Rs 81.47 on March 1, Monday.

Protesting against the continuous rise in LPG prices, Congress spokespersons on Thursday, February 25, had addressed a press conference by sitting on empty cylinders stating that there was no use of them anymore as a refill for scores of families in the country were difficult.

Congress spokesperson Supriya Shrinate had slammed the Narendra Modi government for pursuing “anti-people” policies as the price of an LPG cylinder had gone up by a whopping Rs 200 in three months. She had said LPG subsidy, as claimed by the Modi government, was just a mirage as both market and controlled prices were just as same.

As the government has largely stopped subsidies for LPG cylinders possible under the Ujjwala scheme from May 2020, a large number of households will now have no option but to pay the market price. The fall in global crude price since the beginning of last year has prompted the government to roll back allocations made for LPG subsidies. The pandemic has also cast its shadow on the subsidies.

In the budget presented last year, the allocation for LPG subsidies was slashed from Rs 35,605 crore to just Rs 12,480 crore.

“Many regional parties are not ready to work under the Congress leadership in the UPA. Therefore, to create a group against the incumbent government, there is a need to go for the restructuring of the UPA,” he said. “This new alliance should be led by a senior leader like Sharad Pawar. If that happens, then many more parties can join the alliance in future. But this is not possible without the consent of the Congress,” Raut added.

The Sena leader said that he has been witnessing a change in the political atmosphere of Delhi now. “Today, Delhi is deaf and dumb, and there are no activities in the national capital. There are a few people who are speaking. The people of the party who are in majority have no freedom of speech. They don’t have freedom to meet each other, and they don’t even smile after looking at us,” he said. They fear that if they wave at us, the move might get captured on CCTV, he added.

Raut said he feels that Maharashtra chief minister Uddhav Thackeray should be in Delhi for national-level politics now. “I always tell this to Uddhav Thackeray that he should go to Delhi now. The nation is waiting for you and it needs you. Opposition parties, regional parties want a leadership and such a leadership can be seen in Maharashtra,” he said.

On Lok Sabha member Mohan Delkar’s death, he said, “His death is mysterious. I have spoken at least twice on this issue with CM Thackeray. He could have committed suicide at his home, but he came to Mumbai and this could be out of the faith he has in Mumbai police that they would investigate his death. There are names related to BJP in his suicide note.”

A report looking at over 34,000 arrest records and 500 FIRs has found that ‘the [MP] police exercised the wide discretionary powers arbitrarily and disproportionately criminalised marginalised communities’ during the COVID-19 lockdown.

The Criminal Justice and Police Accountability Project, a Bhopal-based research and litigation group, has published a report on police action and arrests during the COVID-19 pandemic in Madhya Pradesh. The report is based on over 34,000 arrest records and 500 FIRs filed during the national lockdown last year.

The researchers found that “the police exercised the wide discretionary powers arbitrarily and disproportionately  criminalised marginalised communities”.

Over 6,000 individuals, according to the report were arrested solely for violating lockdown regulations. “Of the individuals arrested for violating lockdown regulations, nearly 30% belonged to Scheduled Caste (SC), Scheduled Tribe (ST) and De-notified Tribal (DNT) communities; nearly 20% were members of Other Backward Class communities and nearly 25% were from the Muslim community.”

Election Commission Allots ‘Ship’ as Party Symbol to Assam Jatiya Parishad

Guwahati: The symbol of a ship has been allotted to the newly formed Assam Jatiya Parishad (AJP) for the three-phase assembly elections in Assam.

Addressing a press conference here, AJP president Lurinjyoti Gogoi said the Election Commission of India allotted the party symbol to the regional party on Saturday. “We will fight the polls with the symbol of a ship. Ship signifies our economy, culture, civilisation and trade along the Brahmaputra. The ship will allow us to proceed unitedly in Assam,” he said.

The AJP was formed by the All Assam Students’ Union and Asom Jatiyatabadi Yuva Chhatra Parishad last year.

MP Congress Divided Over Induction of Ex-Hindu Mahasabha Leader Who ‘Worshipped Godse’

Former Union minister Arun Yadav has opposed the induction of Babulal Chourasia, who reportedly once performed puja in front of a bust of Mahatma Gandhi’s assassin Nathuram Godse at the Hindu Mahasabha’s office.

Gwalior: Differences in the Madhya Pradesh Congress have surfaced over the induction of a former Hindu Mahasabha corporator into the grand old party as a group of partymen on Sunday poured ganga jal on the statue of Mahatma Gandhi here to “purify” it a day after being garlanded by him.

The infighting within the party has come to the fore ahead of the civic polls.

The induction of Babulal Chourasia, who was reportedly involved in installing a bust of Mahatma Gandhi’s assassin Nathuram Godse at the Hindu Mahasabha’s office here a few years back, into the Congress on Tuesday, has ruffled some feathers in the party, with former Union minister Arun Yadav and his supporters opposing the move.

MP Congress secretary Rupesh Yadav, along with his supporters, reached Phool Bagh here and sprinkled what he said was ganga jal on the Mahatma’s statue, garlanded it and paid tributes. His supporters chanted the slogans of “Mahatma Gandhi amar rahe” and “Godse murdabad“.

After “purifying” the statue, he said, “Chourasia was a Congressman earlier. But for political ambitions, he had joined the Hindu Mahasabha and worshipped Gandhiji’s assassin Godse. Change of heart of such a person was impossible. He has returned to the Congress to fulfil his political cravings. Such a person can’t be a Gandhian,” he said. He said their leader and former MP Congress chief Arun Yadav has already opposed Chourasia’s re-induction.

Chourasia had quit the Congress six years ago before re-joining. On his re-induction in the Congress, Chourasia has termed his return “homecoming” and claimed that the Hindu Mahasabha leaders had earlier misled him and made him perform the puja of Godse’s bust. On the issue of Godse temple, he claimed, “The Hindu Mahasabha leaders misled me and made me perform the puja of Godse’s bust. It was a mistake and for the last two-and-a-half years I have not participated in any of its programmes.”

Two days ago, Arun Yadav had tweeted “Bapu, ham sharminda hai [Bapu, we are ashamed].”

According to sources, Chourasia had quit the Congress after Arun Yadav, the then-state party chief, denied him a ticket to contest the Gwalior Municipal Corporation polls following sharp differences with him.

Bihar: College Teachers Suspended for Dancing on Hindi Songs Say They Did No Wrong

The teachers were suspended on February 13.

New Delhi: The principal and 12 teacher at colleges under the Jai Prakash University in Bihar’s Chhapra, who were suspended for allegedly dancing to Hindi songs at a college function, have responded to the varsity’s showcause notice by saying they have done nothing wrong.

The suspension order had been issued on February 13, and accused the teachers of “gross misconduct and dereliction of duties”, Indian Express reported.

The event in question took place on December 3, 2020. About 60 teachers from various colleges under the Jai Prakash University gathered at Rajendra College to commemorate the birth anniversary of independent India’s first president, Rajendra Prasad.

The day after that, according to the Times of India, a video emerged on social media of several of the teachers and the principal dancing to songs including Haryanvi dancer Sapna Choudhary’s ‘Teri Aakhya Ka Yo Kajal’. After the video went viral, the vice-chancellor ordered a probe into the incident.

On February 13, based on the inquiry committee’s findings, the university registrar issued a notice suspend college principal Pramendra Ranjan Singh and 12 assistant professors for “gross misconduct and involvement in a dance on Dr Rajendra Prasad birth anniversary”. The suspension order was against 12 Rajendra College assistant professors Vivek Tiwari, Rupa Mukherjee, Tanu Gupta, Gopal Kumar Sahni, Eqbal Zafar Ansari, Tanuka Chatterjee, Bethiyar Singh Sahu, Abdul Rasheed K, Richa Mishra, Ramesh Kumar, Ramanuj Yadav, and Shadab Hashmi, and N. College principal Pramendra Ranjan Singh.

One of the suspended teachers has told the Indian Express that the teachers only danced a little with their children, who were attending the event.

“As the inquiry committee has also accepted that the teachers danced after the national anthem, it is evident that our light dance on a Hindi number was not part of the programme. We also did not dance to any vulgar song. We danced a little with our children, maintaining dignity. We wonder why the committee chose to suspend all those who had affirmed their participation at the function,” Pramendra Ranjan said.

“We danced for just about five minutes. We were dancing with our students, colleagues and family members — wives, daughters and sons. How can anyone dare think there was any obscenity? It was a normal, happy function,” one of the suspended assistant professors told The Telegraph.

“We had participated in such events as students at reputable universities across the country. This is unwarranted moral policing by people who consider themselves the guardians of our culture,” another one told the newspaper.

The teachers’ association at Rajendra College has also spoken out against the suspensions. “Can a dance performed with family members and children be obscene?… If so, who has the moral authority to decide?” a statement issued by the association says.

‘They Wish to Bracket Us as Violent’: Mehbooba Mufti Asks PDP Leaders to Keep to Peaceful Means

Addressing a convention of senior party workers of Pulwama district in south Kashmir, Mufti said the people of Kashmir should not let despair decide their destiny.

Srinagar: Peoples Democratic Party (PDP) president Mehbooba Mufti on Sunday advocated a “peaceful struggle” for the “restoration” of democratic and constitutional rights of the people of Jammu and Kashmir.

Addressing a convention of senior party workers of Pulwama district in south Kashmir, Mufti said the people of Kashmir should not let despair decide their destiny but rather strengthen their resolve, unify their ranks and “articulate their pain vociferously”.

Mufti claimed more youngsters were joining militancy, emphasising that the gun was no solution to any problem.

“We should always keep peaceful means as our lodestar and not lose sight of the fact that there are elements who wish to bracket us as violent and extremist so as to delegitimise our aspirations and our struggle,” she said. Mufti pointed out how farmers mobilised and successfully rallied the whole world behind their cause, saying the discipline underpinning the movement was something worth emulating.

“Apart from robbing us of our constitutional rights, we have witnessed the loot of our resources and our economy being crushed,” the PDP leader said. The horticulture sector, which forms the backbone of the valley’s economy, has not been spared either, she alleged. “By allowing apple produce from Iran to flood the market and our own crop destroyed by supply of spurious pesticides, the nefarious designs are being implemented. This also seems to be a part of the scripted scheme to pulverize our economy,” Mufti said.

The former chief minister said the need was to stand up in unison and struggle for rights, identity and the future of the coming generations. Mufti reaffirmed that dialogue and reconciliation as envisioned by PDP founder Mufti Mohammad Sayeed was the only way to bring about peace and prosperity not only to the people of Jammu and Kashmir but the whole subcontinent.

Mehbooba Mufti said she would continue to advocate dialogue between India and Pakistan no matter how disliked the idea by “some vested interests”. “We have always advocated dialogue and reconciliation. The recent joint statement of DGMOs [Director Generals of Military Operations] of Indo-Pak armies is a case in point. We want them to take this forward to the highest levels and also engage with the people of Jammu & Kashmir constructively, respecting their dignity,” she added.

Thanking the party workers for their unflinching support to the party, the PDP president lauded their efforts that culminated in a robust win for the party in the recently concluded District Development Council elections in the district.”Pulwama is the heartbeat of PDP and your unwavering support is the source of personal strength to me. And my first visit to your district after being re-elected as the party president is a reaffirmation of my love for you,” she said.

Jaish-ul-Hind Claims Responsibility for Explosives Near Ambani’s Residence

The outfit claimed responsibility by posting a message on Telegram, which went viral on social media and came to the notice of Mumbai police, an official said.

Mumbai: An organisation named Jaish-ul-Hind has claimed responsibility for placing an explosives-laden SUV near industrialist Mukesh Ambani’s house in south Mumbai, police said on Sunday.

A senior police official said that all possible angles were being investigated in this connection. The outfit claimed responsibility by posting a message on social messaging app Telegram, which went viral on social media and came to the notice of Mumbai police, the official said.
